The Award Eligibility Determination System (AEDS) III contract has limited scope as the contract prepares for contract closeout. The contractor is operating and maintaining Participation Management, an enrollment system for schools and other partners to access FSA’s systems and exchange information with FSA through the Student Aid Internet Gateway (SAIG) until the replacement Partner Role Management (PartnerConnect 3.0) is released. The contract also maintains the Central Processing System (CPS) Mainframe so General Dynamics One Source (GDOS) can access data for the 2023-2024 End of Year reporting and the 2023-2024 IRS Statistical Study. The AEDS services and products will need to continue until PartnerConnect 3.0 is released and the CPS is decommissioned, and closeout activities performed. The Award Eligibility Determination System (AEDS) III contract was awarded to General Dynamics Information Technology located at 3150 Fairview Park DR. Suite 100 Falls Church, Virginia 22042-4504 on March 28, 2025 for 6 months which includes 4 months of PM Operations & Maintenance and an additional two (2) months to complete decommissioning/closeout. The award is Fixed Price for Participation Management and CPS/SAIG Help Desk (Participation Management calls) support, continued CPS maintenance during that six-month period, and the decommissioning of all AEDS products, systems, and services. The new contract will ensure that there are no disruptions to partner enrollment support, 2023-2024 reports are delivered, and the AEDS systems, services, and products are successfully retired .
