The U.S. Department of Education, Office of Federal Student Aid, is conducting a two-phase solicitation in accordance with the Department of Education Acquisition Regulation (EDAR) 3415.302-70. This solicitation is for Phase I of the two-phase process. Selection in Phase I does not constitute, nor guarantee, a contract award as a result of this Phase I solicitation. The offers submitted for the Phase I solicitation will be evaluated based on the evaluation factors Go/No-Go Criteria and Rough Order of Magnitude (ROM) in the solicitation. Only the Offerors selected for Phase II will receive the Phase II solicitation. Please find attached the Phase I solicitation (91003124R0005) and its attachments for additional details.
