BRAND NAME JUSTIFICATION Department of Education – Federal Student Aid Sharegate Subscription Licenses and Software Maintenance & Support Agency and contracting activity. United States Department of Education (ED), Federal Student Aid (FSA) Nature and/or description of the action being approved. The purpose of this acquisition is to renew the Department of Education’s Sharegate subscription licenses and support. The Sharegate subscription licenses and services are utilized by FSA’s Employee Enterprise Business Collaboration (EEBC) group in support of the Department of ED’s and FSA’s Sharepoint sites. Description of the supplies or services required to meet the agency’s needs (including the estimated value). FSA is renewing one 25-seat brand name Sharegate software licenses, including associated technical support and software maintenance. EEBC provides administration for web and Sharepoint services including hosting and managing Sharepoint sites. ShareGate is currently being used by the entire Department to migrate content from SharePoint on-premises to SharePoint Online (SPO). This initiative is part of the IT modernization strategic goal of moving applications into the cloud platform. ShareGate provides a simple interface that allows a variety of users to perform these migrations rather than relying on system administrators to perform the same functionality from the backend. The tool is industry standard for SPO migrations and is currently used by both FSA, connectED, and divisions within ED. This acquisition is conducted under the authority of FAR 13.106-1(a)(2) for Brand Name specifications. Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(a)(2). Market research conducted among schedule holders (or reason market research was not conducted). Market research was performed to determine all resellers capable of submitting proposals. All available resellers are listed below and it has been confirmed by the manufacturer that are no Small Business resellers for Sharegate. ShareGate has been in use for about two years. It was initially used to perform small individual migrations to SPO. The SPO full migration began in the Fall of 2021 and is in progress with the bulk of the migration expected to be completed by the end of 2022. If ShareGate is not renewed it will halt the migration project that is currently in full swing. This will impact the Department’s ability to migrate from SharePoint on-premises to SPO. Areas impacted will be connectED, share.ed.gov, and fsa.share.ed.gov. Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made. It is the intention of FSA to continue to use the Sharegate products and services outlined in this Brand Name Justification. If ED’s business requirements change in the future, FSA will conduct new market research to determine if there are potential vendors that could support ED’s new business requirements, if it is economically feasible and risk is acceptable.
