Federal Student Aid (FSA) requires support to provide operations and maintenance for the applications in the Application Development Group’s IT systems portfolio. This includes development and modernization, and enhancements (DME) services for existing applications as well as new applications. The required support meets the needs of the program office, to include the Information Technology Infrastructure Library (ITIL) industry standards, which focuses on the Agile lifecycle framework driven by continuous improvement while increasing reliability, security, and quality. These services also align with statutory requirements and enables organizational readiness for compliance audits. The Government has a need for services (as described above) that falls within the scope of an existing IDIQ contract with Koniag, an 8a ANC. Rather than issuing a new sole source 8a award to Koniag, the Government has determined that increasing the current IDIQ contract’s ordering ceiling would be the most efficient and effective manner to meet the Government’s continued need. Based upon the additional work effort and the remaining period of performance, the Government is increasing the ordering ceiling from $40M to $55M.
