SCOPE OF WORK Furnish and deliver protective relays, revenue meters, auxiliary & automation controllers, computer and network equipment for the protection, control & annunciation systems upgrades at McNary Powerhouse. The overall scope of this contract in relation to the SEL protection and control equipment is to replace and upgrade the existing protection and control (P&C) equipment for the main unit generators and GSU transformers. The equipment will facilitate new annunciation and sequential event recording (SER) systems. It will also be integrated with new equipment back to the communications and control room for GDACS control and monitoring. 2. GENERAL The SEL (P&C) equipment will be used for upgrading main unit generator and GSU transformer protection and control systems at McNary Powerhouse. The SEL equipment will replace the existing SEL equipment and be installed into new S-boards under a separate construction contract. The S-boards are being replaced, so new protective relaying equipment is required. The SEL real time automation controller (RTAC) and SEL Axion (auxiliary controller) will be used for collecting alarms for the new annunciation/SER system and are compatible with new human machine interfaces (HMI) and networking equipment for GDACS. A separate annunciation panel is needed in the control room to provide hardwired door security switches to the control room for S-boards and related equipment. 3. TECHNICAL SPECIFICATIONS The parts listed in the solicitation are required to fulfill control, relaying protection, communications, and annunciation of the system. 4. INSTRUCTIONS AND OPERATION MANUALS The hardware must come with two operation and maintenance manual hard copies and one electronic copy covering software and hardware setup, configuration, installation, maintenance, and warranty information. 5. WARRANTY All equipment in the technical specification above must be covered minimally by a twelve (12) month warranty from defects in material. 6. SHIPMENT AND DELIVERY All items shall be delivered FOB to McNary Dam within 6 weeks of contract award. The contractor is responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Dam. No shipments are allowed other than during normal business hours of Monday- Thursday 7:30AM – 4:00PM, excluding federal holidays.
