Sources Sought Number: W91278-20-L-0007 Classification: J059 NACIS: 333611 Turbine and Turbine Generator Set Units 15 Days Subject: Subject: Testing and Repair of Hydroelectric Generator Static Excitation Systems at Hydroelectric Facilities for the U.S. Army Corps of Engineers within the South Atlantic Division - NAICS Code 333611. Text: The Government intends to solicit and negotiate with only one source, Andritz Hydro Corp., 10735 David Taylor Dr. Charlotte, NC 28262- 1289, under authority of FAR 6.302-1. USACE Mobile District has a requirement for the repair of deteriorated and/or failed excitation systems at hydroelectric facilities for the USACE locations within SAD. As the original equipment manufacturer, Andritz Hydro Corp. possesses all the propriety design drawings, data and information related to the excitation system at the hydroelectric facilities listed below. Furthermore, Andritz Hydro Corp. has in-depth knowledge, experience and expertise of how each component functions within the overall system, how the components are installed and how to best repair a failed component. The scope of work consists of performing inspections and troubleshooting following an excitation system component failure; repairs to components or replacement of components in-kind inside the static excitation cabinet; repairs or replacement of HMI's utilizing existing programming; repairs or replacement of PLCs utilizing existing programming; changes to proprietary control programming; performing field test and commissioning after repairs or replacement of components to the static excitation system; Verification of Models and Data for Generator Excitation Control System or Plant Volt/Var Control Functions per MOD-026-1. The proposed contract duration will be for a five (5) year ordering period. It is anticipated that a Firm-Fixed Price (FFP) Indefinite Delivery Requirements Contract will be awarded. The NAICS Code is 333611 and the size standard is 1500 employees. Interest persons may identify their interest and capability to respond to the requirements; however, this notice is NOT a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the government and considered. The notice publication date is 18 October 2019 and the deadline date is 4 November 2019. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
