The HEPPOE provides a selection of special application electric, hydraulic, pneumatic, and fuel operated tools to perform engineer tasks across the entire spectrum of the operations areas such as construction, maintenance, and repair tasks on Army facilities components system products; on existing facilities; on facilities in camouflage; and repair battle damage. The HEPPOE set consists of two diesel multi-power units, referred to as the Model 2032E HIPPO power unit, and 13 chests of hydraulic, electric, pneumatic and gas powered tools. These Engineer tasks support both initial construction standards and temporary construction standards within temperate, desert, tropic and artic climates. This tool kit is used by Engineer soldiers in combat and construction engineer units in construction repairs of buildings, prisoner of war holding areas, water piping systems, construction and repair of airfields, and the maintenance of buildings, roads, and other items. The statutory authority permitting other than full and open competition for this action is Title 10, United States Code (U.S.C), Section 2304(c))(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In order to maximize subcontracting opportunities to the maximum practical extent, and consistent with the objectives and requirements of the contract in accordance with FAR 5.201, competitive opportunities for subcontracting to Kipper Tool Company may be available. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received electronically in the FBO system by 27 May, 2019 at 12:00PM Eastern Standard Time. Responses must be supported with clear and convincing evidence to clearly be able to provide the hardware and services outlined in this notice and solicitation W56HZV-18-R-0103. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the Government.
