This is a pre-solicitation notice, otherwise known as a synopsis. This notice of intent is not a request for competitive quotes. Contractors should not call the buyer(s) or Procuring Contracting Officer seeking a copy of the solicitation (or other data) as none will be available. Army Contracting Command Warren (ACC-WRN) intends to issue a Request for Proposal (RFP) to Pacific Architects & Engineers, Inc. (PAE) against the National Maintenance Strategy - Ground Vehicle System Contract W56HZV-17-C-0117, performed entirely in Afghanistan. The intent of the RFP is to provide a surge effort to increase the amount of CLS, and provide vehicle recovery for the Afghan National Defense and Security Forces (ANDSF). This modification is intended to increase the number of mission capable vehicles available to the ANDSF. These efforts are contemplated for Option Years Two through Four. The Government intends to solicit and negotiate with only one source pursuant to the authority under FAR 6.302-1(a)(2)(iii)(A), "services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition." Although it is the Government's intent to solicit and negotiate with only one source, PAE, all responsible sources may submit a capability statement, proposal, or quotation electronically which shall be considered by the agency (IAW) FAR 5.207(c)(16). The subject line of email submissions shall read, "RFP W56HZV-17-C-0117". Hard copy responses will not be accepted. Additionally, this effort is hereby synopsized to notify potential subcontracting opportunities as required by FAR 5.201(c). Subcontracting opportunities may exist with PAE subsequent to award of the resulting contract modification. A determination by the Government to not compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
