It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit and negotiate on a Sole Source basis an Indefinite Delivery Indefinite Quantity contract with NAL Research Inc. 9385 Discovery Boulevard, Suite 300 (Third Floor) Manassas, VA 20109. This requirement is for efforts and support for integrating existing, new, or modified Iridium devices and Iridium network capabilities like Global Data Broadcast (GDB) for the NSWCDD Intelligence, Surveillance, and Reconnaissance (ISR) requirements. This Iridium support also includes training and documentation on the use of these sensors and the dissemination of data to the user. The contract shall be for one base period of a year with four one-year options. NAL Research is an engineering company focused primarily on designing and manufacturing custom Iridium compatible products such as Shout TS, Nano Shout, 9602/03LP, 9602GSM, 9603 Rx, and other NAL products using proprietary Iridium components such as modems and custom Application Specific Integrated Circuits (ASICs). NAL is the only Iridium authorized Value Added Manufacturer (VAM) with access and rights to the Iridium intellectual property for the 9602/9603 modems and the 9555/9575 handsets. NAL is the only Iridium certified VAM authorized to modify Iridium proprietary devices into custom solutions. No other company can modify or improve these devices. These specific devices and earlier iterations of them are currently in use and performing similar functions. Interested parties other than NAL Research Inc. must be able to demonstrate, in writing, their capability to provide the necessary requirements and that the hardware will support interchangeability with the existing Iridium hardware components at the various sites. It is anticipated that this solicitation will be issued on 15 July 2019. The anticipated closing date will be 26 August 2019. The North American Industry Classification System Code (NAICS) is 541330. NOTE: This Synopsis is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
