USTRANSCOM is seeking information from the perspective of transportation logistics providers to this RFI containing questions regarding recreational, electric and plug-in hybrid electric vehicles. USTRANSCOM is seeking information to assist in further defining its requriemnt for end-to-end logistics of transportation and storage services of Privately Owned Vehicle (POV) belonging to U.S. military Service members, civilians employees, and authorized family members. Services include operating multiple vehicle processing centers (VPCs) to receive, inspect, and deliver customers’ POVs; performing POV entitlement counseling; preparing POVs for transport/storage; ensuring all necessary agriculture and customs clearances are accomplished; handling customs for import and export vehicles; arranging for and/or providing ocean and inland transportation of the POVs between VPCs and other worldwide designated or directed locations; maintaining and servicing POVs that are in storage; providing information on the status and location of POV shipments (i.e., in transit visibility); resolving POV loss, damage, and/or inconvenience claims and settlements with customers/USG; reporting performance, program information, and metrics; and communicating customer responsibilities for preparing POVs for transportation and/or storage, primarily Department of Defense (DoD) and Department of State personnel.
