The Army Contracting Command-Warren is issuing a Sources Sought notice for the Army's West Coast Watercraft Sustainment and Maintenance Requirements. The Government intends to issue a modification to the current Contract Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contracts on the West Coast to increase the contract ceiling price under the authority of FAR Part 6.301-(a)(2) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". **NOTE: THIS IS NOT A PERIOD OF PERFOMANCE EXTENSION** Interested sources and qualified contractors must be able to demonstrate and document complete compliance with all the following criteria and must have: •· Organization and facilities to complete all work required under the contract •· Provide sufficient documentation indicating they can meet the general criteria of NAICS Code 336611. •· A Master Vessel Agreement with the U.S. Army The ceiling price increase is needed to continue maintenance, modernization and repair efforts on the US Army Vessel fleet, including those efforts mandated by ATP 4-33 Maintenance Operations, AR 750-1, and 46CFR, while the Government pursues a competitive follow on contract, scheduled for award in August 2020. Due to the age of the vessels in the fleet additional maintenance and repairs items are needed to maintain fully mission capable status. These additional requirements will lead to reaching the ceiling sooner than anticipated. The Army Issued Execution Order (EXORD) 077-19 on 31 May 2019 in support of an Army Watercraft Transformation Strategy (AWTS), which would have reduced the fleet allowing the Government to complete required repairs while staying under the current contract ceiling. On 26 July 2019, the Department of the Army Headquarters (HQDA) published an EXORD 077-19, Fragmentary Orders (FRAGO) 1 suspending the Exchange and Sales of the U.S. Army's fleet. The suspension of the Exchange and Sales left a number of vessels which were scheduled for divestment, to now require maintenance, modernization and repair in FY20. This effort will enter into the fifth and final year in December 2019. PD AWS requires maintenance, modernization and repair efforts to begin no later than June 2020. This action will bridge the gap while the Government is conducting the competitive acquisition to procure additional maintenance, modernization and repair requirements for FY21-25.
