Sources Sought – FY27 Temporary Backup Generator and Transformer Lease and Sustainment – Winn Army Community Hospital, Fort Stewart, Georgia
The Department of the Army is conducting market research for a potential firm-fixed-price service at Winn Army Community Hospital, Fort Stewart, Georgia, involving contractor-furnished temporary backup power generation equipment—including a generator and compatible transformer—to support the hospital chiller plant during planned or unplanned outages. The contractor would provide lease/rental, transition or installation as required, testing and commissioning, 24/7 operational readiness, preventive and corrective maintenance, monitoring, emergency response, and removal/decommissioning. The Government seeks input on commercial solutions, transition approach, equipment availability, schedule, pricing structure, and small-business capability. The Government has not determined whether existing temporary-power equipment will be available to a successor contractor, so respondents should address sustaining an existing system if lawfully made available and providing a replacement if necessary. A draft Performance Work Statement is attached for market-research reference only; it is preliminary and subject to revision, and respondents are encouraged to identify unnecessarily restrictive requirements and recommend commercially reasonable alternatives.
