This Sources Sought (SS) Notice is for informational and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern’s qualifications to perform the work. To facilitate market research, WHS/AD is seeking capability information from interested qualified and responsible sources under NAICS 237310, entitled “Highway, Street, and Bridge Construction”, that can provide bid-build construction services for the Pentagon Transit Center Bridge Repair Project. Final documents are still being developed for the subject project. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Beta-SAM.gov. However, the Government will not consider responses to this notice as adequate responses to a solicitation/request for proposals Project Details: Please see Attachment 1, DRAFT Statement of Work (SOW) for the anticipated requirement. The key task elements include: Repair of the Pentagon Transit Center (PTC) Bridge, a reinforced concrete structure with stone masonry parapets and wingwalls; Reconstruction of the bridge parapets and sidewalk; Construction of reinforced concrete bridge overlay; Reconstruction of the Connector Road approach pavement, median, curb and gutter, and sidewalks; Construction of the Connector Road median west of the PTC Bridge to just north of N. Rotary Road; Mill and overlay of the Connector Road/River Terrace entrance intersection and along the ramp to Route 110; Reconstruction of the bus loop extension under the PTC Bridge including reinforced concrete pavement, underdrains, median, and curb and gutter; Construction of a manufactured stormwater treatment device; Pavement marking and signing; Maintenance of traffic during construction. Project experience: The Government requests that interested firms provide information which demonstrates their experience in the successful execution of recent similar projects that include all the work classes necessary to complete this project. The work classes include, but are not limited, to the following list: Bridge Repair Excavation Traffic Signalization Temporary Traffic Management Pavement Marking Incidental Concrete Joint Repair Portland Cement Concrete Paving Reinforcing Steel Placement Masonry Construction Pavement Sawing and Grooving Drainage Structures Roadway Milling Demolition of Structure Erosion Control Delivery Method: The project uses the design-bid-build project delivery. The Government intends to provide a 100% design and Issue for Construction (IFC) package with the solicitation. Magnitude of Construction: The estimated magnitude of construction IAW DFARS 236.204(i) is between $10,000,000.00 and $25,000,000.00. Contract Type: The anticipated contract type is Firm-Fixed-Price. Please no phone calls. WHS will not answer questions regarding this sources sought notice and may not acknowledge receipt of responses. Format: All interested capable contractors are required to provide resposnes to Attachment 2, PTC Capabilities Questionnaire. The capability questionnaire response document has a maximum page limitation of 7 typed pages, single spaced using 12 pt. Times New Roman or Arial font, with an 8.5 by 11-inch page size. We will not accept hard copy or facsimile submissions. We will not consider cover letters and extraneous materials (brochures, etc.). Responses should follow this format and be submitted electronically as one complete document. Only attach MS Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence. Clarifications: The WHS review team responsible for assessing responses may seek clarifications from respondents to this sources sought. Requests for additional information/clarification may be in the form of brief verbal communication by telephone, written communication, or electronic communication.
