The contractor shall provide all staffing, equipment and materials necessary to perform the services within the Performance Work Statement (PWS). 2.0 SOURCES SOUGHT To facilitate market research, the Government is looking to identify qualified sources under the primary North American Industry Classification System (NAICS) code 325998 entitled "All other miscellaneous chemical product and preparation manufacturing" for Maryland, Pennsylvania, and Virginia. Responses from "all" sources is requested including Other than Small Businesses. Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses are encouraged to respond specifically those with local offices in Pennsylvania, Maryland, or Virginia. This Sources Sought Notice (SSN) is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). 3.0 SERVICE REQUIREMENT CRITICAL TASK AREAS: 1) Delivery of bulk Rock Salt to government installations in Pennsylvania or the Mid-Atlantic region. 2) Firm's capability to deliver within 72 hours of a request (including holidays and weekends). 3) Tonnage capacity of your trucks. 4.0 CAPABILITY STATEMENTS: The capabilities statement should demonstrate how the firm's recent past performance (last 3 years) is relevant to the technical areas listed including the dollar value, items provided, and period of performance of the firm's prior contracts. All interested firms having the experience, skills and capabilities necessary to perform the stated requirements are requested to provide capability statements not to exceed 4 pages in "Times New Roman" 12-pitch font on 8.5 x 11 paper. All must include the following information: 1) Company name, address, point of contact name, telephone, and email address. 2) CAGE Code and DUNS Number 3) Business size status (business size/socio-economic category must be submitted to be used). 4) If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response. 5) A summary description of relevant experience and ability to provide bulk rock salt delivery that meet the aforementioned objectives. Respondents should provide complete responses to each capability area addressed above. 6) Identify pre-existing contract vehicles and contract numbers your company has been awarded under with NAICS 325998 entitled "All other miscellaneous chemical product and preparation manufacturing" 5) Recommended/suggested NAICS codes for this effort. 6) Firms shall add the following statement at the end of their capabilities statement and respond with an ‘X' indicating the firm's interest in the project: If this project becomes a definite requirement and an RFP is issued, our firm expects [ ] or does not expect [ ] to submit a proposal. 5.0 Submission Instructions All responses to this Sources Sought Notice must be submitted electronically to Lynette Thibodeaux, Contract Specialist at lynette.m.thibodeaux.civ@mail.mil. The subject of the email must be titled "Sources Sought: Rock Salt." To facilitate a timely and comprehensive review of all submitted responses, firms must respond using the format requested in this Notice. Any deviation from this format may lead to the rejection of the response. RESPONSE DUE DATE AND TIME Responses to this sources sought notice are due no later than March 29, 2019 @ 12:01 PM EDT.
