In accordance with FAR 5.203(a) and 10 United States (U.S.) § 2304(c)(3)(B), the Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Strategic Capabilities Office (SCO), awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ceiling amount of $460M to Pennsylvania State University – Applied Research Center (PSU-ARL), designated as a Unaffiliated Applied Research Center (UARC). Under this IDIQ, the PSU conducts unclassified and classified research and engineering (R&E), research and development (R&D), and test and evaluation (T&E) capabilities, within PSU-ARL’s core competencies. While PSU-ARL will support SCO’s mission by performing systems engineering, modeling and simulation (M&S), and system prototyping and testing (SP&T) tasks, this acquisition is not for a major system acquisition.
