The National Academy of Sciences will assemble a study committee to plan and conduct an in-depth study. The study committee will consist of experts in preventing, countering, and responding to nuclear, biological, and chemical terrorism; and to make recommendations to improve such strategies. The organization will support and oversee the study process to include data gathering, facilitating meetings and other deliberations of the committee, writing the committee’s report, overseeing the external review of the draft reports, and producing and disseminating the interim and final reports. The organization will provide or obtain access to facilities and equipment needed to conduct the study. The study will result in an unclassified interim report after the first year and a classified final report after the end of the contract period of performance. The contract period of performance is 18 months with no options.
