Mission and Installation Contracting Command (MICC) Fort Stewart, GA is issuing a SOLICITATION NOTICE for a Invitation for Bid (IFB) firm fixed price construction contract for a Paving Indefinite Delivery Indefinite Quantity (IDIQ) contract to construct new parking lots, new asphaltic, paved roads, resurface existing pavements, pavement striping, concrete work, modify existing traffic light signal system and remove/install fencing at any location that is owned by the Fort Stewart/Hunt Army Air Field (HAAF) Reservation. This acquisition is 100% competitive HUBZone set aside under NAICS 237310 Highway, Street and Bridge Construction (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $10,000,000 and $40,000,000. The purpose of this project is to construct paving requirements on Fort Stewart/HAAF. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Stewart/HAAF Military Installation, GA. The bid guarantee in the amount shall be at least 20% of the total bid price for the base year. Performance and payment bonds must equal 100 percent of the original contract price. Payment and Performance Bonds shall be required at the Task Order level, the price payable shall be 100% of the task order price. An organized site visit will be held at Fort Stewart, BLDG 621, 3rd Floor Conference Room, 09:00 AM 17 March 2020 for this procurement. The Mission and Installation Contracting Command (MICC) - Fort Stewart, Georgia anticipates issuing a Firm Fixed Price (FFP) Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Paving contract to perform all plant, labor, materials, and necessary operations to support Fort Stewart and Hunter Army Airfield Fort Stewart, Georgia. The anticipated period of performance will be a 12-month base period, with two (2) one-year option periods. The Scope of Work is included but not limiting to the following: a. Repair and Overlay Pavement to include pothole repair, crack repair, widening existing roads, milling and installing slurry seal treatments. b. Constructing, raising or repairing manhole/inlets and valves. c. Constructing or replacing headwalls, sidewalks, curbs and gutters; d. Installing reflective paint and thermoplastic paint striping, arrows, handicap markings; e. Installation of concrete and corrugated metal pipe to include excavation, backfilling and compaction; f. Construct new parking lots, roadway and related drainage structures; g. Remove and install fencing; h. Placement of new concrete to include slabs, sidewalks and related items; i. Establish grass and erosion control on job sites; j. Modify existing traffic light signal system and install new traffic light signal system at intersections; k. All demolition includes hauling and disposal of material. This action will be a 100% competitive HUBZone set aside. In order to be eligible for award, an offeror must represent in good faith that it is a qualifying HUBZone firm in accordance with FAR 19.13.
