This justification for an Exception to Fair Opportunity supports award of a noncompetitive task order, under the multiple award contract referred to as Workforce 3.0, to Boston Consulting Group, Federal, in support of the logical follow-on resulting from the successful completion of the linked Design-to-Outcome Task Order Year 1 (DTO1) and Core Task Order Year 1 (CTO1). DTO1, the original order, was the base design, agreed upon to start transforming Program Executive Office, Defense Healthcare Management System (PEO DHMS), its subordinate program offices and the Federal Electronic Healthcare Record Modernization (FEHRM). The DTO Year 2 task order builds upon and is the logical follow on to the competitively awarded DTO1.
