This justification for an Exception to Fair Opportunity supports award of a noncompetitive task order, under the multiple award contract referred to as Workforce 3.0, to Boston Consulting Group, Federal, in support of the logical follow-on resulting from the successful completion of the linked Design-to-Outcome Task Order Year 2 (DTO2) and Core Task Order Year 2 (CTO2). DTO1, the original order, was the base design, agreed upon to start transforming Program Executive Office, Defense Healthcare Management System (PEO DHMS), its subordinate program offices and the Federal Electronic Healthcare Record Modernization (FEHRM). The DTO Year 2 task order builds upon and is the logical follow on to the competitively awarded DTO1. The DTO Year 3 task order builds upon and is the logical follow on to the competitively awarded DTO2. It is during the DTO year 3 task order that the contractor-specific approach, objectives, outcomes, and measures are negotiated and agreed upon with the Government. Collectively, this is the design for CTO Year 3 to make progress against achieving the overarching outcomes of WF3.
