This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in accordance with FAR Part 12 - Acquisition of Commercial Items Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-22-Q-0062 for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 (August 10, 2022). The Government contemplates award of a Firm-Fixed Price Contract for the purchase of Cell Line Expressing Human Voltage-gated Sodium Channels. This is a solution to measure the effects of synthesized conotoxins on its respective target. Cell line should be rigorously and continuously validated for accurate pharmacology with screening and profiling services used to screen millions of compounds. There should be flexibility in the cell line backgrounds, including HEK, CHO, U2OS, 1321N1 and others Cell lines should have confirmed stability past 10 passages. Cell line should be characterized in terms of their pharmacological and biophysical properties using whole-cell patch clamp techniques. Cell lines should be tested and found free of microbial contamination. There should be additional function (pharmacological and electrophysiological) validation on multiple platforms available upon request. There should be direct technical support offered for cell lines for manual patch-clamp and automated patch-clamp technology; cells should be able to be grown and tested in parallel with the customer to troubleshoot any cell culture or expression issues, and to assist customers in ion channel in electrophysiology assay design. A full-time electrophysiologist with at least 25 years of experience should be available to assist with assay design and troubleshooting. EVALUATION OF PROPOSALS: Vendors shall be evaluated based on the proposals that are the technically acceptable and Lowest Price Technically accectpable (LPTA) to the Government. The Associated North America Industry Classification Code (NAICS) is 325414 - Biological Product (except Diagnostic). The Business Size Standard is 1250 employees. Contractor shall provide a unit price for in accordance with SOW. Requirement: The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a. Information in enough detail to show that the Contractor is able to meet the requirements.Previous acquisitions, history, ability to fulfill requirement in addition to specificiations and equipment in accordance with PWS. b.
