Syndicated POINT OF SALE (POS) DATA PLATFORM (COS)
The Defense Commissary Agency (DeCA) is soliciting Phase 1 Solution Briefs for syndicated market data, shopper analytics, economic modeling, competitor intelligence, and data integration services to support enterprise-wide savings measurement and competitive benchmarking. Offerors may propose innovative solutions for one or more of 13 Areas of Interest (AOIs), but each proposed AOI requires a complete end-to-end solution; partial solutions for a single AOI will not be evaluated. Submissions must include an itemized Rough Order of Magnitude (ROM) cost per AOI and a schedule to Full Operational Capability (FOC), with the government evaluating technical merit, schedule/cost feasibility, and viability, potentially inviting selected offerors to pitch sessions or directly requesting proposals. Multiple awards may be made depending on funding availability, and offerors proposing certain OCONUS AOIs must use independent, non-affiliated entities to avoid organizational conflicts of interest. Interested offerors must monitor SAM.gov for amendments and maintain SAM registration with a UEI prior to award.
