THIS IS A COMBINED SYSNOPSIS/SOLICITATION for commercial services prepared IAW With the format in FAR subpart 12.6 and 13.6, as supplement with additional information in this notice. The announcement constitutes the only solicitation. Solicitation number W91ZRU22Q0001 is issued as a request for quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and 13. The Source Selection producers is Best Value and are in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03 and DFARS Publication 2022-04-28. The Procurement and Contracting Office, Alaska Army National Guard, AK intends to solicit and award a Firm Fixed Price contract for MEDEVAC HOIST TRAINING. This solicitation is issued as 100% Small Business. The North American Industrial Classification System (NAICS) code for this requirement is 611512 with a size standard of $30,000,000 employees. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF1449 W91ZRU22Q0001 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in solicitation. The Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. Each offeror shall be in compliance with each specification IAW the DOD instruction letter and approved Guidance “Airworthiness Release (AWR) for Rescue Hoist Equipment on UH/HH-60 Helicopters (AWR 980)” Letter is attached. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and will be most advantageous to the Government, price and other factors considered. Award will be made to the offeror whose quote represents the best value to the Government. To determine the best value, the method of source selection will be best value, Price and Technical. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR 52.204-24 must be completed and included with quote and must provide the country of origin for quoted items. All other additional contract requirement for this acquisition can be found in the attached SF 1449. The closing date and time for this solicitation is June 30th, 2022, @ 10:00am AKDST.
