The 176th Mission Support Contracting Office in conjunction with the 673rd Contracting Squadron - Joint Base Elmendorf-Richardson (JBER), AK intend to issue a Request for Proposal (RFP) to award a multi-year, single firm fixed-price contract for Large Body Aircraft Wash/Lubrication. This pre-solicitation is in reference to the sources sought announcements previously issued by the 176th (W91ZRU-19-R-5000) and the 673rd (FA5000AircraftWash). The Contractor shall perform aircraft cleaning and post lubrication for the 176th Maintenance Group (MXG) and 962nd Aircraft Maintenance Unit (AMU). Airframes include eight (8) C-17, four (4) HC-130J, five (5) HH-60G helicopters, and two (2) E-3(A) aircraft at JBER, AK. The projected number of washes for all airframes are estimated to be 120 over a three year period (total washes subject to change). The contractor shall provide personnel, supervision and quality control necessary, while all wash equipment and required tools will be provided by the Government. The tentative date for issuing the solicitation is on-or-about 08 January 2019. The solicitation closing date is scheduled for on-or-about 08 February 2019. Actual dates and times will be identified in the solicitation. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The magnitude of the project is between $500,000.00 and $1,000,000.00. The Period of Performance (PoP) shall be one Base Year of 12 months and two 12-month option years spanning a projected period of 15 February 2019 to 14 February 2022. The North American Industry Classification System (NAICS) code for this work is 488190. This opportunity will be solicited as a competitive 100% small business set-aside. The small business size standard is $32.5 Million - PSC J015 Maintenance and Repair of Aircraft.
