This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 dated 22 May 2024 This solicitation number W91ZRS240016 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for Aircraft Primer and Undercoating Paint. This request is due by 05 July 2024 at 2:00 p.m. (Eastern Time). This solicitation is 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 325510 –Paint and Coating Manufacturing). The small business standard size for NAICS 325510 is employment of 1,000 employees. Instructions to Offerors All questions shall be in writing. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the fax machine or email address does not change the due date or time. Basis for Award Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government has the right to use Government contracts that the vender has previously won as their past performance rating. Price Evaluation The price should be fair and reasonable. The contractor should as part of the quote have all costs explain in their quote. Proposals will be evaluated on a Best Value and proposals. A quote which does not have the price break down and that does not includes all costs the Government shall consider the quote non-responsive. The determination that a quote is reasonable will be based on competitive quotation/offers and historical history. The most important is price. The Contracting Officer will evaluate products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Government is not responsible for developing the comparison from insufficient information provided. Performance Work Statement Aircraft Primer and Undercoating ---THREE ANNUAL SHIPMENTS Aircraft and Aircraft Component Primers Honeywell Green Primer Color# 16708TEP-HG [185 Kits} are required to meet MIL-PRF-23377 Standards as found in TM 1-1500-345-23. The following quantities are requested with a shipment schedule of 3 total disbursements every 4 months until total quantities are received. Also requested is a minimum Shelf-Life of 9 months or greater. No solvent wipe requirement between priming and painting. Other required characteristics: Dry to touch in 60 minutes, Dry hard in 6 hours, Dry through in 8 hours, Full cure in 7 days, Pot life of 6 hours, and when possible provide a shelf-life extension of product that has expired prior to use. The three shipments can be from the same batch if the initial shelf life is 12 months or more. Delivery Date: 30 Days from Award: Also required per product are: Product number, manufacturer, specifications, delivery times, shelf life per product, and shipped in 1-Gallon containers. Any offerors believing they can provide an equal product that meets all of the features and functionality of the listed parts or can provide the brand name product may provide evidence for consideration. Evidence must support the offeror's claim they can either provide an equal product or they are an authorized distributor/wholesaler for a brand name part. It is the offeror's responsibility to prove their product is an equal by demonstrating their product, at a minimum, has the same features and functionality of the requested items. Providing brochures, specifications and/ or quotes alone is not enough for the Government to make a decision. The offeror should provide an understandable comparison between the two products. The Government is not responsible for developing the comparison from insufficient information provided. If all the above information not received quote will be considered non-responsive It is the offeror's responsibility to prove their product meets or exceeds by demonstrating their product, at a minimum, has the same features and functionality of the requested items.
