SOURCES SOUGHT NOTICE - THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The Connecticut National Guard will not be responsible for any costs incurred by interested parties responding to this notice. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 238330 and the Small Business Administration (SBA) size standard is $16.5 million. The Connecticut Air and Army National Guard intends to issue a solicitation/synopsis and award(s) for (an) Firm Fixed Price (FFP) contract(s) for a Construction project. The Project, W91ZRS20SSO001 AASF BLDG 152 Refinish Hangar Floor, will consist of concrete surface preparation and application of a reflective, highly durable, Chemical resistant Floor Surfacing System on approximately 25,500 square feet of concrete floor located in building 152 at the Army Aviation Support Facility (AASF) in Windsor Locks, CT. Conventional construction methods shall be used to accommodate the mission of the facility. Local materials, labor, and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: epoxy floor application, concrete surface preparation and repair. All interested parties responding to this sources sought request shall, at a minimum, submit the information requested in the attached document titled: Source Sought Information Request Form. This submission must include: (1) Positive statement of intent to bid as a prime contractor, and (2) A completed Source Sought Information Request Form and (3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) A letter from your surety with your maximum bonding capacity per project. Responses are due no later than 11:59 pm EST, Saturday, 2 May 2020, and shall be electronically submitted to Philip.j.orzech.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
