You need to get rid of the old flooring and the Equipment. When they come down to move the equipment someone from the G4 will be there to tell them what to take away and what not to take away. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued.This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 dated 05 June 2020 This solicitation number W91ZRS-20-R-0032 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for Gym Equipment and Floor. This request is due by 14 August 2020 at 12:00 p.m. (Eastern Time). This solicitation is 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 339920– Sporting and Athletic Goods Manufacturing. The small business size standard is 750 in number of employees. Instructions to Offerors All questions shall be in writing. All quotes are due no later than 12:00 p.m. eastern time, 14 August 2020. Quotes may be faxed to Leslie Fedler at 806-386-4070 or emailed to leslie.a.fedler.civ@mail.mil. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the fax machine or email address does not change the due date or time. Basis for Award Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government has the right to use Government contracts that the vender has previously won as their past performance rating. Price Evaluation The price should be fair and reasonable. The contractor should as part of the quote have all costs explain in their quote. Proposals will be evaluated on a Best Value and proposals. A quote which does not have the price break down and that does not includes all costs the Government shall consider the quote non-responsive. The determination that a quote is reasonable will be based on competitive quotation/offers and historical history. The most important is price. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. Commercial grade equipment brands such as True, Hoist, Hampton, Rogue, Torque, Cybex, or Life Fitness are examples of equipment we want in our Armory. Cardio equipment must be assembled in the United States or American made to be considered for bid. Weight machines must be assembled in the United States or American made to be considered for bid. Weight and cardio machines must be durable and stand up to constant use on a daily basis. Warranty: No less than the following warranties on strength/weight equipment: 10 year warranty on Body/Frames. 5 year warranty on Structural Moving Parts. 3 year Warranty on Bearings, Bushings, Pulleys. 1 year warranty on Upholstery, finish, paint, cables, and accessories. Warranty on Treadmills are as follows: 2 year mechanical, 1 year labor, 6 months cosmetics, 7 years frame and motor. Warranty must include equipment replacement and or replacement parts. Flooring- ECORE Athletic- This brand or equivalent These are thick like the ultra-tile but are interlocking that does not require glue to hold together or hold in place on the floor. Flooring must not be glued to the surface of the gym No anchors to the floor of the gym. No drilling of the gym floor. Local Service The Harford Armory requires local service representative for any gym equipment purchased. Winning bid must provide local service of equipment. Service requests need to be addressed within 24 to 48 hours of request for service. Quantities Quantities must match what we are looking for. It is the offeror's responsibility to prove their product meets or exceeds by demonstrating their product, at a minimum, has the same features and functionality of the requested items. Providing brochures, specifications and/or quotes alone is not enough for the Government to make a decision. The offeror should provide an understandable chart with the products technical qualifications. The Government is not responsible for developing a conclusion from insufficient information provided.
