This is a solicitation for services prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation number W91ZRS-21-R-0034 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for bi-annual (twice) servicing of a C-CAT chromium reduction water treatment system, manufactured by Living Water Environmental. See description of SOW below and attached. The North American Industry Classification System (NAICS) code for this effort is 221310. It is currently on site in Groton CT, and requires two services per year for commissioning, start-up and training, service of water treatment system, set the system for automatic chemical dosing, set the system for automatic timings within programmable logic controller, train the operators on maintenance, troubleshooting, operation and service of the system. Instructions to Offerors 1. All questions shall be in writing. Questions may be emailed to philip.j.orzech.civ@mail.mil. Questions must be submitted no later than 04:00pm EST, 6 September 2021. 2. All quotes are due no later than 09:00am EST, 8 September 2021. Quotes may be emailed to philip.j.orzech.civ@mail.mil a. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the email address does not change the due date or time. Basis for Award Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The most important factors are price, technical capabilities and past performance. SAM Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the services specified herein. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, website, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement.
