The CT National Guard will not be responsible for any costs incurred by interested parties responding to this notice. The intent of this notice is to identify qualified other than small business, small business (SB) concerns, certified 8(A), HUBZone, Service Disabled Veteran Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) capable of performing the requirements described below. The North American Industry Classification System (NAICS) code for this effort is 311430 and the Small Business Administration (SBA) size standard is $11M. PERFORMANCE WORK STATEMENT (PWS) For The Connecticut National Guard Behavioral Health, Warrior Resilience & Fitness Innovation Incubator - Embedded Clinician Improvement Plan Training Events 1. General. 1.1. Background: The Warrior Resilience & Fitness Innovation Incubator (WR&FII) funding was awarded by the National Guard Bureau (NGB) to the Connecticut National Guard (CTNG) Behavioral Health (BH) section to implement a proposed improvement plan for the existing Military Support Program's embedded clinician model that has been incorporated into the support service network of the CTNG. The challenges of the current embedded clinician model are related to continuity of care; reduced understanding of military behavioral health, which correlate to care continuity and effective service delivery; and accountable validation of effective service delivery. A targeted focus of the proposed improvement plan is to facilitate relevant trainings to support improvement in the aforementioned identified areas and to increase competence of support service personnel working with our CTNG population. In addition, the improvement plan will integrate the NGB Vet Center Outreach Initiative, and Vet Center clinicians that have been working with CTNG SMs, which was implemented in the beginning of FY19 to support existing efforts of community partnerships. The Warrior Resilience & Fitness Innovation Incubator-Embedded Clinician Model (WR&FII-ECMIP) training events are nested in NGB's Total Force Fitness (TFF) framework of understanding, which highlights the holistic dynamics of well-being and resiliency. The TFF framework features the multi-faceted and dynamic nature of Service Member (SM) fitness and promotes the delivery of universal prevention strategies and effective resource connections to mitigate risk factors that impair overall health and wellness. The WR&FII-ECMIP training events will be focused on BH and BH related service delivery capabilities and usefulness. Effective support, for our CTNG population, entails consideration and competence towards the targeted needs of the military, namely National Guard (NG) SMs and their families. WR&FII-ECMIP's training events are aimed to enhance valuable core proficiencies towards successful service delivery, to our CTNG SMs and their families, with viable subject matter expert trainings. This initiative has identified an area of need that is, currently, not filled and the best sources of comparison have been the use of a community agency by the Army Medical Department (AMEDD) to provide Continuing Education (CE) credits for clinical training events and the Center for Deployment Psychology (CDP) Star Behavioral Health Program (SBHP). This embedded clinician model is unique to the state of CT and the provisions of trainings to support competence and effectiveness will be modeled after the clinical training processes implemented by AMEDD and the training model of CDP SBHP, of providing ongoing instructions of best practices and regulatory updates to support care delivery. The types of trainings and functions that currently exist in the market were not aligned with the targeted needs of our CTNG WR&FII-ECMIP proposal and most of the trainings offered were outside of the practice scope of what CTNG providers and CT embedded support services do, and/or need, when assisting our CTNG population. The AMEDD process option and the CDP SBHP did not meet the needs of the CTNG BH team's WR&FII-ECMIP's objectives. In addition, the targeted trainings identified to best meet the needs of the initiative do not currently exist, outside of the military and the trainings within the military only cover certain professional clinical disciplines and would not translate towards governing agency standards for the multiple disciplines found in the band of community clinical supports utilized by the NG. The CTNG pool of providers, available to and utilized by our CTNG SMs and their families, encompasses a larger variation of professional clinical disciplines outside of the covered governing boards found in the Active Duty (AD) model. Therefore, the development of trainings for the identified areas would require a partnership with an agency that could facilitate training development processes with the understanding of the licensing requirements and applicable content of trainings to meet the needs of the governing processes of multiple professional clinical boards. In an effort to support the development of professional trainings that adhere to professional requirements of governing agencies for licensing, it is imperative to support the WR&FII-ECMIP training events in providing the opportunity to train clinical providers across multiple healthcare disciplines such as: Psychology, Social Work, Counseling, Marriage/Family Therapy, and drug/alcohol Counseling; with possibility to cover Nursing, Physicians Assistants and Physicians. Clinical care providers are required to receive ongoing trainings related to best practices in their fields of concentration to maintain their licensures; therefore, the provision of trainings that adhere to professional requirements will encourage and motivate the clinical healthcare professionals, who are providing services to our NG SMs and their families, to participate in the WR&FII-ECMIP training events. This innovative plan seeks to meet the WR&FII's proposed goals to promote the willingness for and access to helpful support services, which are key factors in wellness, and will fulfill the CTNG WR&FII award proposal's objective to improve upon the existing embedded clinician model and promote future CTNG BH service delivery efforts and inspire the implementation of an embedded model, to supplement BH support services, with other NG components. The CTNG Behavioral Health Team (BHT) will contract to execute the WR&FII-ECMIP training events to meet clinical professional training standards and requirements for multiple clinical disciplines. 1.2 Scope of Work: PURPOSE: This Agreement, is for the purpose of mutual cooperation in the development of tailored professional clinical trainings and education activities that meet the governing agency requirements of multiple professional clinical disciplines. The contractor will support the execution of 6 types of courses identified to cover the basics of military behavioral health; such as military behavioral health culture and areas that are directly related to military behavioral health issues; Adverse Childhood Events (ACEs); Army Substance Abuse Program (ASAP); Military Behavioral Health Service Line (BHSL) and service delivery; Military Behavioral Health Readiness; and Resiliency. The training courses identified will be distributed as follows: 1) Adverse Childhood Events (ACEs) 1 training events 2) Army Substance Abuse Program (ASAP) 1 training event 2) Military Behavioral Health Culture 1 training events 2) Military Behavioral Health Service Line and Delivery 2 training event 5) Military Behavioral Health Readiness 2 training events 6) Resilience 1 training events The training events will be executed with the following schedule distributions: September 5 & 6, 2019 1) Military Behavioral Health Culture 2) Military Behavioral Health Service line (BHSL) and service delivery September 7 & 8, 2019 1) Adverse Childhood Events (ACEs), Part 1 2) Adverse Childhood Events (ACEs), Part 2 May 15-17, 2020 1) Army Substance Abuse Program (ASAP) 2) Military Behavioral Health Readiness 3) Military Behavioral Health service delivery 4) Resilience The trainings will be conducted at 2 locations; Maurice Rose Armed Forces Reserve Center in Middletown and at Camp Nett in Niantic. The training attendees will consist of clinical providers and support service personnel working with our CTNG SMs and their families. Training invitees/attendees will consist of CTNG healthcare providers and support services staff, Vet Center initiative providers and support staff, clinicians from the Military Support Program embedded clinician group, and behavioral health officers and NG BH representatives from Region I & II (MA, ME, NH, NY, NJ, RI, VT). The contractor will provide a certificate of completion to participants at the conclusion of the training events. The contractor will facilitate the process across multiple clinical disciplines for the following professional licensing agencies as applicable to content and approved by each governing board for: (1) Psychology; (2) Social Work; (3) Counseling; (4) drug/alcohol Counseling; (5) Marriage/Family Therapy; with the possibility to cover (6) Nurses; (7) Physicians Assistants, (8) Physicians. 1.3 The Connecticut National Guard Responsibilities: 1.30 The Connecticut National Guard will furnish the contractor with the following program information for the training events to include: (1) a course outline (2) course learning objectives (3) full cv of speaker(s), (4) copy of licenses for identified speaker(s) (4) properly formatted bibliography with a minimum of 12-15 citations, from professional peer reviewed journals and regulatory guidelines. 1.31 The Connecticut National Guard agrees to maintain sign-in/out sheets for attendance verification and to supply these sheets to the contractor following the conclusion of each training event, as required. 1.32 The Connecticut National Guard will not exceed 6 courses on this contract, totaling 24 training unit hours; however, the course distribution may change between the Adverse Childhood Events (ACEs), Army Substance Abuse Program (ASAP); Military Behavioral Health Culture; Military Behavioral Health Service Line (BHSL) and service delivery, Military Behavioral Health Readiness; and Resiliency sections depending on the mission requirement. 1.35 The Connecticut National Guard will be responsible for the selection of the site(s) of training events. 1.36 The Connecticut National Guard will retain responsibility for issuing the provided invitations to identified training participants. 1.37 The Connecticut National Guard will be responsible for securing, and paying costs of (if necessary), the training event's meeting rooms; audio-visual capabilities; supportive services and personnel; and all other expenses related to the staging of the events. 1.4 The Contractor Responsibilities: 1.40 The contractor will be in charge of all professional training requirements applicable to content and approved by each governing board and provide certificates of completion awards to participants at the conclusion of the training event. 1.41 The contractor will complete registration packet with all paperwork necessary for various governing boards. 1.42 The contractor will provide applications with training event information, reporting requirement guidance and instructions, post-tests, and evaluation forms for the training event. 1.43 The contractor will maintain, in accordance with regulations of the national and state licensing/certification boards, and other governing authorities with whom the contractor holds provider/sponsor status, or with whom has the awarding of continuing education credit, records pertaining to verifications of continuing education credit, for a period of seven (7) years following the course date(s) in order to respond to attendees who may need further verification of their attendance at the conference or further verification of the continuing education credit awarded to their respective licensing/certification boards. The costs of retrieval, copying, mailing, telephone, and other activities related to this service are without further cost to the Connecticut National Guard or the attendees. 1.44 The contractor will support the design of curriculum through approval and review of content to be presented as applicable to the target audience. 1.45 The contractor will graphically design promotional flyer(s). 1.46 The contractor will print and ship training materials for participants. 1.5 Quality Control/Quality Assurance: The Contractor is responsible for all quality control to assure the requirements of the contract are provided as specified. 1.6 Performance Period: 1 year 2.0. Government Furnished Facilities and Equipment. No government facilities will be provided to the contractor as a part of this contractual agreement. The contractor will work from a remote site. Communication between the contractor and the government will be via telephone conference, email or mail service. 3.0. Contractor Furnished Property: N/A. 4.0. Specific Tasks. The contractor is responsible for all professional training requirements applicable to content and approved by each governing board The contractor will provide certificates of completion awards to participants at the conclusion of the training event. The contractor will complete registration packet with all paperwork necessary for various governing boards and verify the training content requirements as applicable The contractor will maintain CE administration and record keeping for 7 years. The contractor will furnish the design for the training curriculum as approved and reviewed for content to be presented to the applicable target audience. The contractor will graphically design, print, and ship promotional flyer and training materials to the Connecticut National Guard Behavioral Health Section for the training event. Interested sources shall indicate that they are capable of providing the required services and must provide: (1) Full name and address of the firm; (2) Cage and DUNS number; (3) Size status (i.e. 8(a), HUBZone, WOSB, etc.); (3) Relevant past performance information.
