The United States Property and Fiscal Office for Connecticut will award a sole source, firm fixed price contract to: ABEL WOMACK, INC., 1 INTERNATIONAL WAY, LAWRENCE, MA 01843-1065 for the installation of one new tower and dismantling two existing ones. This is a follow on sole-source requirement, we already have seven existing towers that are in synch and under the same system. Competing this requirement would mean substantial duplication of cost to the Government that is not expected to be recovered through competition, and would cause unacceptable delays in fulfilling our requirements. In absence of qualified sources, a contract will be awarded under FAR 13.106(b)(1). Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.
