The USPFO for Connecticut intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of a paved vehicle parking area at Bradley Air National Guard (ANG) Base, East Granby, CT. Project Description: The installation requires adequately sized and appropriately configured facilities in good operational repair to support eight (8) primary aircraft authorization (PAA) C-130 aircraft and supporting missions. Specifically required is a paved non-organizational vehicle parking area that can support an increase in population density on this particular portion of the base. It will provide proper drainage and lighting. Funds are not presently available for this procurement. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $36,500,000.00. The magnitude of this project is between $500,000 and $1,000,000. Brand Name/Sole Source Justifications will be posted with the IFB. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract...the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees," which applies to this project. The tentative date for issuing the solicitation is on-or about 22 January 2019. The tentative date for the pre-bid conference is on-or about 12 February 2019 - time and location specifics will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
