This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A solicitation is not currently available. Requests for a solicitation will not receive a response. This notice does not constitute a commitment, by the United States (US) Government, to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary. The US Government will not pay for information requested nor compensate any respondent for any cost incurred in developing information provided to the US Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any solicitation will be synopsized on the SAM.gov (www.sam.gov) if any is issued. Potential offers are responsible to monitor SAM.gov (www.sam.gov) for additional information pertaining to this requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210, Facilities Support Services. The US Army Contracting Command is exploring options for Contractor performance of facilities and logistics services in support of administrative offices, laboratories, major ranges, and engineering test facilities within the Aberdeen Area (APG-AA) and Edgewood Area (APG-EA) of Aberdeen Proving Ground, MD. Contractor general requirements are to provide facilities and logistics services to several different tenant organizations located at APG-AA and APG-EA. These organizations are responsible for more than 200 buildings, 11,000 pieces of major equipment, 45 acres of mowed grass, and 5 acres of gardens. Facilities support shall consist of facilities, operations, maintenance, and management to include short- and long-term repairs; sustainment, revitalization, and modernization (SRM) projects; regular facility monitoring for safety, cleanliness, and security concerns; clean-up of emergency spills or leaks; maintenance of life, health, and safety equipment; and perform facility inspections as required. Other services include moving and transportation services; facilities maintenance support and repair services; grounds maintenance and snow removal; and janitorial and custodial services. Logistics support shall consist of property book management; supply operations; warehouse receiving and delivery; excess equipment turn-in program; equipment management programs to include test measurement and diagnostic equipment (TMDE), mobile and stationary equipment (M&S EQ), material handling equipment and lifting devices (MHE/LD), and vehicle registration and licensing (VR&L) program and material handling equipment and lifting device services. Offerors who have the potential capacity to perform these contract services, please provide the following information: 1) Offeror name, address, email address, Web site address, telephone number, and size and type of ownership for the offeror. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of offeror and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, offerors should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated. 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 3) Implement a successful project management plan that includes compliance with tight program schedules; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. 4) Provide services under a performance-based service acquisition contract.
