SUBMISSION PROCEDURES: Changes All questions regarding this solicitation must be submitted to the Contracting Office via email no later than 10:00 a.m. EST, 19 Feb 2021. Firm Fixed Price (FFP) proposals must be signed, dated, and received by 10:00 a.m. EST, 26 Feb 2021, via email to Peggy Pennie at Peggy.Y.Pennie.civ@mail.mil The contractor shall provide a professional engineering certification certifying the MAPS facility meets the design and operating standards of Code of Maryland Regulations 26.13.05.18, .18-1 and .18-2. The certification shall be submitted to CBC both electronically and three (3) hard copies. All Professional Engineers supporting this contract shall hold a valid PE license with the state of Maryland; shall have at least 15 years of experience with RCRA permitted Department of Defense systems; shall have extensive experience with facilities and treatment systems that process military munitions, military explosives, chemical warfare materials, biological warfare materials and radioactive materials; and shall be an American citizen and have the ability to access work in areas with physical and personal security.
