IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.” PROGRAM BACKGROUND The US Army Combat Capability Development Command Chemical Biological Center G-6 (CCDC-CBC G6) is a Research Development Test & Evaluation (RDT&E) organization with a unique mission supporting researchers, developers, scientists, and information security experts that ensure decisive capabilities for unified land operations to empower the Army, the joint warfighter and our nation to provide innovative solutions that counter Weapons of Mass Destruction threats. The CCDC-CBC network is a R&D network on the Defense Research Engineering Network (DREN) and Secret Internet Protocol Router Network (SIPRNet). The enterprise currently consists of over 400 network switches, routers, security appliances and over 100 WAP (Wireless Access Points) across over 100 buildings on Aberdeen Proving Ground, MD and Dugway Proving Ground, UT. There are 240 Windows Servers and 50 Linux Servers hosting both Standard Query Language (SQL) and Oracle databases. CBC hosts a large SharePoint presence supporting over 3000 customers with custom designed applications. There are approximately 3800 Windows workstations including over 700 thin clients utilizing Citrix. The enterprise consists on both classified and unclassified networks. The contractor will be required to support the CBC G-6 mission and all related missions supported by the CBC G-6. CBC G-6 is responsible for conducting and synchronizing operations across the Army instance of the Defense Research and Engineering Network (DREN), Secret Internet Protocol Router Network (SIPRNet) and the Department of Defense Information Network (DODIN) in support of and to ensure the confidentiality, integrity and availability of DoD data and DoD information systems (IS) used by the RDT&E community. The below information and the attached DRAFT PWS, are the US Army Combat Capability Development Command Chemical Biological Center G6 (CCDC-CBC G6) functional area requirements: Project management support System administration support Network engineering, operations and management suppor Cybersecurity support SharePoint administration, solutions architecture and development support IT facilities support IT warehouse support REQUIRED CAPABILITIES The Contractor shall provide on-site IT Services in support of the areas specified in Program Background (above). Further detail is provided in the Draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). The Government will evaluate market information to ascertain potential market capacity to: 1) Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated. 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. 4) Provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances: A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate the ability to obtain a SECRET Facility Clearance, to begin work. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. PERFORMANCE WORK STATEMENT Requirement: Hearing Impaired Interpreter 1.0 INTRODUCTION. 1.1 Scope. This is a non-personal services contract to provide American Sign Language interpreters for the hearing impaired. 1.2 Organization. The Communications and Electronics Command: Software Engineering Center (CECOM: SEC) at Aberdeen Proving Ground, Maryland. 1.3 Mission and Objectives. This contract is to provide Hearing Impaired Interpreter Services for all hearing impaired employees of SEC at Aberdeen Proving Ground, Maryland. 2.0 PERFORMANCE OBJECTIVES: Provide reasonable accommodation for hearing impaired employees to ensure compliance with Section 508 of the Rehabilitation Act, the American Disabilities Act and Presidential Executive Order 13164. IAW Section 508 of the Rehabilitation Act, Executive Order 13164 and the American Disabilities Act which requires all Federal agencies and departments that use electronic and information technology to "ensure that Federal employees and members of the public with disabilities have access to and use of information and data, comparable to that of the employees and members of the public without disabilities.” 3.0 GENERAL INFORMATION: 3.1 Place of Performance: Work will be primarily performed onsite at Aberdeen Proving Ground. CECOM: SEC Aberdeen occupies several administrative facilities to include buildings 6002 of the C5ISR Complex; however, interpretative services may be required in various public facilities on the installation for Workforce Briefings, Awards Ceremonies, etc. Authorized staff (to be determined on the prior week to contractor arrival) will escort the contractor to other locations on the base. 3.1.1 The contractor shall be required to get a pass upon entering APG at the Visitor Center located at either Aberdeen North or Aberdeen South (Edgewood). Additional time is billed at half hour increments. The COR will provide a minimum notice of two (2) business days to the contractor for Emergency Service. The contractor shall not invoice a cancellation and/or the rescheduled event will not be invoiced as a separate event when rescheduled by the COR a minimum of one (1) business day prior the scheduled event. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year.” QUALITY ASSURANCE SURVEILLANCE PLAN Hearing Impaired Interpreter 1.0. INTRODUCTION 1.1. Purpose. The role of the Government in quality assurance is to ensure contract standards are achieved. The purpose of the Quality Assurance Surveillance Plan (QASP) is to identify the methods and procedures the Government will use to evaluate contractor actions while performing the requirements in the Performance Work Statement (PWS). It is designed to provide an effective surveillance method by monitoring contractor performance for each listed performance objective in the Performance Requirements Summary (Section 7). 1.1.1. The QASP provides a systematic method to evaluate the services the contractor is required to perform as specified in the PWS. 1.1.2. The QASP has been developed by the requiring activity. It is designed to provide direction to personnel performing contract surveillance activities. Personnel surveying the contract terms and conditions and PWS requirements will periodically review the QASP throughout the life of the contract. 2.0. ROLES AND RESPONSIBILITIES. 2.1. Contracting Officer Representative. The Contracting Officer Representative (COR) is responsible for quality assurance guidance and to ensure that contract quality requirements, provisions, standards, and thresholds are defined, practical, enforceable, necessary, and verifiable. 2.1.1. The COR evaluates and documents contractor performance in accordance with the QASP and PWS. 2.1.2. The COR notifies the Contracting Officer of any significant performance deficiencies using a Contractor Discrepancy Report with supporting documentation. 2.1.3. The COR maintains surveillance documentation. 2.1.4. The COR recommends improvements to the QASP and PWS throughout the life of the contract. 2.2. Contracting Officer. The Contracting Officer is responsible for safeguarding the interests of the United States Government in contractual relationships. Only the Contracting Officer is authorized to bind the Government and then, only to the extent of the authority delegated to them through the issuance of a warrant. 2.2.1. The Contracting Officer delegates authority for inspection and/or acceptance in accordance with the terms of the contract. 2.2.2. The Contracting Officer informs the contractor of the names, duties, and limitations of authority for all quality assurance personnel assigned to the contract. 3.0. DESCRIPTION OF SERVICES 3.1. Scope of Work. The objective of this contract is to provide a Base contract of Six (6) months and Five (5) Six (6) months Option Periods which consists of all the services as described in the Performance Work Statement. 4.0. QUALITY REQUIREMENTS 4.1. Quality Control Program. The contractor, not the Government, is responsible for management and quality control actions to meet the terms of the contract. 5.0. SURVEILLANCE. The COR will perform monthly surveillance based on the quality and effectiveness of the contractor’s data deliverables as well as the services provided. 5.1. Unacceptable Performance. If the number of complaints/defects exceeds the performance threshold for any objective, the COR will determine the possible cause of this unacceptable performance. Government-caused complaints/defects will not be counted against the contractor. The same applies to any other requirement of the contract when Government-caused complaints/defects are the cause of unacceptable contractor performance. If the contractor’s performance is judged unacceptable for any requirement by the COR, the COR will inform the contracting officer for resolution.
