This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-19-Q-0081_01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03 Effective 12 June 2019. The Government contemplates award of a Firm-Fixed Price Contract for The United States Army, Public Health Center of several different types of Non-Chemical Consumable Supplies for Public Health Command. Please see the attached specification attachments. This solicitation is set aside as an unrestricted, Brand name only. The Associated North America Industry Classification Code (NAICS) is 334516 and the Business Size Standard is 1000. This acquisition is in accordance with FAR Part 13. Contractor shall provide a unit price for each of the items listed. The government has a BRAND NAME ONLY requirement as specified in Attachment 1. Acceptance shall be at destination. Shipping shall be FOB Destination to US Army Public Health Command, Bldg E5165, 5158 Blackhawk Road, Aberdeen Proving Ground, MD (EA) 21010-5000 Requirement: The provision at FAR 52.212-2 - Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offerer whose offer confining to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a. Information in enough detail to show that the Contractor is able to meet the requirements. b. Point of contact name and contact information, company CAGE code, DUNS number, and TIN. Partial quotes will not be evaluated by the Government.
