Notice of Intent for Sole Source. The Medical Readiness Contracting Office (MRCO) – East, intends to award a Blanket Purchase Agreement (BPA) solely to the American Red Cross, 13500 S Point BLVD, STE L, Charlotte, NC 28273-4757. This procurement is for blood, blood products, specialized testing on patient and/or blood products, and special blood product treatment services such as irradiation, pathogen reduction, Human Leukocyte Antigen (HLA) testing and washing of blood products. The NAICS code of this procurement is 621991 and the size standard is $40 million. This procurement is to support the Blood Doner Center and Transfusion Services Department of Pathology at the Womack Army Medical Center, Fort Bragg, NC. The American Red Cross is the only manufacturer of blood products in accordance with guidelines and directives of the Food and drug Administration (FDA) and the Association of the Advancement of Blood and Biotherapies (AABB) standards and within the mileage requirements for emergency blood product shipments. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), Sole Source (including brand name) Under the Authority of the Simplified Procedures for Certain Commercial Items. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Please see the attached Sole Source Justification and Approval. Responses are due no later than 24 January 2023 at 03:00 PM EST. Interested organizations may submit information for consideration of their capabilities and qualifications for future acquisitions to the contract specialist, Justin C Balster electronically via email to justin.balster2.civ@health.mil. The government intents to award a BPA between 25 January 2023 and 27 January 2023.
