This is a notice of the Government’s intent to award a full and open contract for third party payment services on behalf of civilian veterinary clinics. The intent of this contract is for the Contractor to pay non-DoD veterinary facilities for services rendered to DoD-owned animals. Not all military Veterinary Treatment Facilities or Centers have the capability to provide specialty or emergency veterinary treatments required as standard of care for DoD-owned animals. As a result, those DoD-owned animals must be referred to a non-DoD veterinary treatment facility within the civilian community. Veterinary treatments requiring referrals to non-DoD veterinary facilities can be routine in nature or be under emergency conditions (threat to life, limb, or eyesight) for the DoD-owned animal. Often times, treatment must be delayed in order to verify available non-DoD veterinary facilities can meet federal contract and payment standards (be registered in the System for Award Management (SAM), set up in Wide Area Work Flow (WAWF), etc.) which prevents timely veterinary care and causes other administrative issues. The Contractor shall provide payments to all non-DoD veterinary facilities for veterinary services rendered to DoD-owned animals in the Atlantic region. This notice is a requirement for Public Health Command – Atlantic headquartered at Ft. Belvoir, VA. Parties interested in future announcements on this procurement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above. Interested parties must be registered in SAM.gov, https://sam.gov/content/home. Responses may be via email or on company letterhead: include company's name, point of contact, address, phone number, Unique Entity ID (UEI), Tax ID, business size.
