The Lifepak 15s major end items have already been purchased through the Electronic Medical Catalog (ECAT) system and are on hand at the Fort Meade Emergency Medical Services (EMS) Department. The major end items are currently not functional without the accessories listed in paragraph 3. In order for the Lifepak 15 to function, the patient cable, temperature adapter cable and NIBP hose must be in place to connect the patient to the device. The carry case and rear/top pouches are specifically designed to this device and required to contain the cables, adapters, sensors and electrodes to be used with the device. The cases are also needed to carry the external modems. The Titan Modems are designed to be used with this specific device. This part is necessary for the device to communicate. The Kore Data Plan is specific to the device and is necessary to operate the Titan Modems. The LUCAS 3 external power source, batteries and grip tape are required elements for operating the LUCAS 3 device. The batteries for remote application while moving the patient from their emergency location to the transport unit, the external power source is used during transport in the vehicle. The grip tape is specifically designed for the device and needed to reduce friction and movement while continuing chest compressions during Cardiopulmonary Resuscitation (CPR). Failure to procure these parts/accessories will result in mission failure. See attached equipment list and redacted J&A.
