COMBINED SYNOPSIS/SOLICITATION FOR MRI LEASE (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and FAR 13.5 Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ). Request for Quote will be submitted through SAM.gov on RFQ reference number W91WRZ-22-Q-0004. (iii) This solicitation is an Unrestricted Open Market solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing and has a small business size standard of $35.0M. The PSC is W065 - Lease or Rental of Equipment: Medical, Dental, and Veterinary Equipment and Supplies. GENERAL: This is a non-personal service contract for the lease of a Mobile Magnetic Resonance Imaging (MRI) machine under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. SCOPE: The contractor shall provide, transportation, non-personal service, installation, complete setup (includes power generation/supply to unit from installation grid) of 16 channel Mobile MRI. The Mobile MRI will be operating at Original Equipment Specifications when delivered and throughout the term of the agreement. Minimum requirements: 1.5 Tesla, manufacturer Siemens Magnetom Aera with syngo MR E11 or higher software; or Philips (Intera or Ingenia) 2.6 software of higher, minimum of 8 channel systems. The Mobile MRI will include a full complement of surface coils for all anatomical regions of interest to include Flex Large coil, Flex Small coil, Shoulder coil, Wrist coil, Torso/Body coil, Head coil, Neck coil, Spine coil, and TxRx Extremity Invivo coil. The contractor shall provide the hard drive with disc scanning capability. The hard drive will be required to remain on island once the lease is terminated. PERIOD OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months and one (1) 6-month option period. Total contract shall not exceed 18 months. Base Year: 09 September 2022 – 08 September 2023 6-Month Option: 09 September 2023 – 08 March 2024 DELIVERY: Contractor must provide an estimate for how long it will take to deliver MRI Machine from Contractor's location to NSGB. Contractor must describe the transportation plan in the quote to ensure synchronization with requiring activity.
