The 182 Airlift Wing, Peoria, IL intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: 201802143, Multiple Base Repairs located at the 182 Airlift Wing, Peoria, IL and "Dropzone", Ipava, IL. Work of this contract comprises of providing all materials, tools, equipment, supervision and labor necessary to: Base Bid CLIN0001 - Replace HVAC Air Handling Unit with condensing unit, line set, supply and return registers, Siemens Controls, and Siemens metering devices in Building 610. CLIN0002 - Replace Main Circuit Breaker Trip Unit in Room 35 of Building 320. CLIN0003 - Remove drop zone debris near Ipava, IL to include removal of 65foot bridge in 2 separate sections. CLIN0004 - Install Safety Railing along inspection lane of Main Gate of 182nd Airlift Wing. CLIN0005 - Repair cross bracing located on the inbound sliding gate of the Main Gate of the 182nd Airlift Wing. Option 0001 - Install new mini-split AHU and (if necessary) condensate pump unit in Room 77 in Building 628. Option 0002 - Provide and Install approximately 21 Linear Feet of Office partition in room 9 of Building 528. Option 0003 - Repair perimeter fence with 800 linear feet of 8 feet high chain link fencing with 3 strands of concertina wire. The contract duration is 59 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Historically Underutilized Disadvantaged Small Businesses, i.e. (HUBZones). The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39.5 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $100,000 and $250,000 in accordance with FAR 36.204. Your attention is directed to FAR clause 52.219-4 (d)(3) Notice of HUBZone Set-Aside or Sole Source Award, which states "At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees; At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors; and no more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns." applies to this project. A new pre-bid conference is scheduled for 27 August 2019 at the 182 Airlift Wing, Supply Building #728, LRS Classroom, Illinois Air National Guard Base, Peoria, IL. There will be a site visit held directly after the Pre-Bid Conference and for CLIN0003 at 4604 E Quarter Road, Ipava, IL 61441 if requested by those attending the Pre-Bid Conference and local site visit. Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow each pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package.
