Instruction to Offerors Youth Camp: 15 July 2019 – 19 July 2019 Quote Submittal and Inquiries. These instructions are designed to provide general guidance for preparing responses as well as providing specific instructions on response organization, format, content and evaluation under Federal Acquisition Regulation (FAR) part 13, for acquisition through Federal Business Opportunities (fbo.gov) portal as a Small Business Set Aside. Responders should include all documents and information requested submitted in accordance with the instructions herein. Upon the closing, the vendor’s quotes will be evaluated upon Lowest Price Technically Acceptable (LPTA) evaluation criteria. • Proposals shall be submitted prior to the closing date and time of 21 June 2019 11:00 AM CST. Quotes shall be directly emailed to the following contract specialists: CPT John Christel at john.a.christel.mil@mail.mil and MAJ Jennifer Welker at jennifer.l.welker5.mil@mail.mil. • All questions regarding this RFQ shall be submitted via email to: CPT John Christel and MAJ Jennifer Welker at the above email addresses. All questions are due by 20 June 2019 by 11:00 AM CST. The government is not obligated to answer questions. Basis for Award. The Government will award if the responder’s proposal conforms to the PWS, found technically acceptable, and the price can be determined fair and reasonable. In accordance with the "best value" definition outlined in FAR 2.101, the award will be made based on the best overall (i.e., best value) proposal, using a LPTA process that is determined to be the most beneficial to the Government. It is anticipated one award will be made to the best overall proposal determined to be the most beneficial to the Government.
