The 183d Wing Base Contracting Office intends to issue a Request for Quote to award a single firm fixed-price contract for services, non-personal, to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform the Seal Running Trail in Springfield, IL (Sangamon County). The asphalt running trail at the 183d Wing is approximately 6 feet wide and 4600 feet long and is 5 years old. The trail has never been repaired or sealed. Work of this contract comprises providing all materials, tools, equipment, and labor necessary to remove and replace approximately 50 square feet of asphalt, clean cracks and install crack sealer in approximately 900 linear feet, and clean and apply one coat of 100% coal tar sand sealer for the entire length of the asphalt running trail. The contract duration is 30 days or less after notice to proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238990, with a size standard of $15,000,000. The magnitude is less than $25,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 12 August 2019. The tentative date for the site visit is on-or about 22 August 2019, 1:00PM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow site visit registration and base access requirements shown in the solicitation. The Request for Quote closing date is scheduled for on-or about 10 September 2019. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Offerors cannot log into the FedBizOpps home page and search for data.
