The is a sole source justification requirement is to purchase radio network access for 24 existing radios, to include 4 talk groups on the STARCOM21 Network in the state of Illinois. The 5th Civil Support Team's mission is to support civil authorities at the direction of the Governor at domestic CBRN incident sites by identifying and assessing hazards. This mission requires that the 5th CST be able to have direct encrypted communication with civilian first responder agencies in Illinois. The state of Illinois exclusively uses the STARCOM21 Network band, for all CBRN responses.The network service shall be delivered to 5th Civil Support Team at 3101 S Airport Road Bartonville, IL 61607-1775. Network services shall start no later than 30 days after award.
