REQUEST FOR INFORMATION (RFI) Army Modeling/Monitoring/Mapping/Management Performance System (AM4PS) INTRODUCTION The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division, Ft. Huachuca, Arizona on behalf of the Network Enterprise Technology Command (NETCOM), Ft. Huachuca, AZ is seeking maximum response from industry partners interested in providing Army Modeling/Monitoring/Mapping/Management Performance System (AM4PS) in support of Department of the Army and DoD organizations' Non-Secure Internet Protocol Router Network (NIPRNet), and the Secret Internet Protocol Router Network (SIPRNet) for Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. It is preferable that prospective respondents shall be registered in the System for Award Management (SAM). Contractors are encouraged to obtain further information on SAM registration at: https://www.sam.gov/portal/public/SAM The purpose of this RFI is a means of conducting market research to obtain information from industry in order to improve understanding of how industry would fulfill operational and life cycle support requirements in the delivery of AM4PS services to customers on Army installations. The intent of this RFI is to obtain ideas on how industry would maximize the efficiency and effectiveness of delivering this solution set. Specific questions to address: 1. Is a pilot program recommended prior to major roll out? a. If yes, describe how flexible the solution set is to modify it for each theater and various customer configurations that vary from baseline equipment manufacturers' recommendations. b. What is budgetary estimate for pilot program? 2. Identify concerns with functional areas of PWS and associated performance risks. 3. Identify potential issues, if any, with data rights and section C.6.0 in performance work statement. 4. Provide an industry opinion of proof of concept and viability of requirement. 5. How would you enable full interoperability between disparate vendor equipment to allow for higher level functionality? 6. What are the limitations and risks in utilizing disparate manufacturer end-user devices? 7. How could competition be maintained in any large scale enterprise effort? 8. Given the scale of the Army's existing tools and disparate theaters, locations and skills sets, are there any efficiencies in capabilities or cost gained in scaling up? 9. Is there anything that industry would like to add that the Government has not considered or asked? It is also the Government's intent to understand industry's capabilities in performance of professional and technical services contracts during the entire life cycle (acquisition, procurement, operations, maintenance, and termination). 2 THIS RFI IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A "REQUEST FOR PROPOSAL (RFP)". It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses to this sources sought synopsis will be used by the Government to analyze responses and determine potential courses of action to an AM4PS tool for managing the Army's network and determine potential courses of action to an AMP4S acquisition for managing the Army's network. The Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The Government will use responses to make appropriate acquisition decisions. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is ssued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). Neither a North American Industry Classification System (NAICS) code nor Product Service Code (PSC) is identified for this RFI; draft NAICS used for this portal only. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. This Performance Work Statement (PWS) defines the requirements for the Army Modeling/Monitoring/Mapping/Management Performance System (AM4PS) in support of Department of the Army and DoD organizations' Non-Secure Internet Protocol Router Network (NIPRNet), and the Secret Internet Protocol Router Network (SIPRNet) for Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. The Government will retain Full Data Rights on any solution designed exclusively for this capability. See attached PWS.
