The opportunity requires performance under an attached PWS and combined synopsis/solicitation, with responses submitted by email in PDF format and the pricing sheet in Excel. Award eligibility requires interested vendors to participate in and support a Food and Water Risk Assessment (FWRA) of the proposed cooking facility, mobile kitchen, or other food-preparation location; the FWRA assessment window is 10–13 November 2026. Vendors must make the proposed food operation available to Government-designated food-protection, veterinary, medical, or other authorized personnel and provide facility details and proposed timelines. The assessment may cover the facility/kitchen, potable-water source, food storage, refrigeration/freezer capability, food-preparation areas, sanitation, waste/grease-water disposal, food transportation, equipment, employee hygiene, and food-safety records. The Government will consider FWRA results, identified risks, corrective-action status, and the vendor’s ability to meet applicable food-safety and sanitation requirements when determining award eligibility.
