Solicitation Number: W91QVN19R0167 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Ground Maintenance Services for COMMANDER, FLEET ACTIVITIES (CFA) at Chinhae, Area IV. The North American Industry Classification System (NAICS) code for this procurement is 561730. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable Proposal clearly meets the minimum requirements of the solicitation Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation Scope of Work: This is a non-personnel service contract to provide service of Ground Maintenance for CFA at Chinhae, Area IV. Place of Performance: Chinhae, Area IV Period of Performance (POP): Base Year : 15 August 2019 - 14 Feb 2020 Option Period I : 15 Feb 2020 - 14 Feb 2021 Option Period II : 15 Feb 2021 - 14 Feb 2022 Option Period III : 1 Feb 2022- 14 Feb 2023 Option Period IV : 1 Feb 2023 - 14 Feb 2024 Contract Type: A Requirements with Firm Fixed Price (FFP) and Requirements CLINs type of contract. FACTOR A. TECHNICAL: Sub-Factor 1- Prime Contractor's Registration: The offeror shall be evaluated on provided a copy of Contractor's Registration for i) Landscaping and Planting (????? ? ???????) or ii) Comprehensive Landscaping Construction Registration (?????? ?????) issued by the Republic of Korea (ROK) Government. Sub-Factor 2- Prime Contractor's Prior Experience: The offeror shall be evaluated on provided evidence at least two (2) years of prior experiences in grounds maintenance services within the last five (5) years from the issuance date of this solicitation. Sub-Factor 3 - Contract Manager (CM): The CM shall be evaluated on provided Engineering Landscape Architecture License (????) issued by ROK Government and CM's resume at least two (2) years of experiences as a CM in grounds maintenance services within the last five (5) years from the issuance date of this solicitation. FACTOR B. PAST PERFORMANCE FACTOR C. PRICE Proposal Period: The Government anticipates releasing the solicitation on or about 15 Jun 19.
