Solicitation Number: W91QVN19R0165 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Preventive Maintenance (PM) of HITEC Diesel Rotary Uninterruptible Power Supply (DRUPS) at Camp Humphreys. The North American Industry Classification System (NAICS) code for this procurement is 811310. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable Proposal clearly meets the minimum requirements of the solicitation Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation Scope of Work: This is a requirement for Preventive Maintenance (PM) of HITEC Diesel Rotary Uninterruptible Power Supply (DRUPS) at Camp Humphreys as defined in the Performance Work Statement (PWS). Place of Performance: Camp Humphreys Period of Performance (POP): Base Year : 1 August 2019 - 31 July 2020 Option Period I : 1 August 2020 - 31 July 2021 Option Period II : 1 August 2021 - 31 July 2022 Option Period III : 1 August 2022 - 31 July 2023 Option Period IV : 1 August 2023 - 31 July 2024 Contract Type: A Requirements with Firm Fixed Price (FFP) and Requirements CLINs Type of Contract FACTOR I TECHNICAL: 1. Sub-Factor 1. Prime Contractor's Exclusive Right: The Offeror shall provide a copy of current and valid Exclusive Right to maintain HITEC-Diesel DRUPS in Korea. 2. Sub-Factor 2. Prime Contractor's Prior Experience: The offeror shall provide evidence a minimum two (2) years of experience in the field of inspection, maintenance and repair of HITEC-DIESEL DRUPS with over 2,500KVA capacity. The experience of a subcontractor cannot be substituted for the prime contractor's experience. Sub-Factor 3. Key Personnel: (1) DRUPS System Engineer: The Offeror shall provide Engineer's resume with at least two (2) years of experience as an Engineer in HITEC-DIESEL DRUPS with over 2,500KVA capacity within the last five (5) years from the issuance date of this solicitation and provide a copy of Training Certificate issued by HITEC-DIESEL Company. (2) Contract Manager (CM): The Offeror shall provide a Contract Manager's resume with minimum two (2) years of experience as a CM in the field of installation or maintenance of HITEC-DIESEL DRUPS with over 2,500 KVA Capacity within the last five (5) years from the issuance date of this solicitation FACTOR II PAST PERFORMANCE FACTOR III PRICE Proposal Period: The Government anticipates releasing the solicitation on or about 23 May 2019.
