Solicitation Number: W91QVN19R0035 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Inspection, Test, Maintenance and Repair of Natural Gas Line and Systems at USAG Humphreys. The North American Industry Classification System (NAICS) code for this procurement is 237120. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation Scope of Work: This is a non-personnel service contract to provide service of Inspection, Test, Maintenance and Repair of Natural Gas Line and Systems at USAG Humphreys. Place of Performance: USAG Humphreys Period of Performance (POP): Base Year 1 Mar 19 - 29 Feb 20 Option Year I 1 Mar 20 - 28 Feb 21 Option Year II 1 Mar 21 - 28 Feb 22 Option Year III 1 Mar 22 - 28 Feb 23 Option Year IV 1 Mar 23 - 29 Feb 24 Contract Type: A Requirements Type of Contract FACTOR A. TECHNICAL: Sub-Factor 1- Prime Contractor's License: The prime contractor shall have a license of 1st Class Gas Facility Construction (??????? 1?) by the ROK Government Sub-Factor 2- Contractor's Prior Experience: The prime contractor shall have at least two (2) years of experiences in performing inspection, test, maintenance and repair of natural gas line and systems within the last five (5) years from the issuance date of the solicitation. The experience of a subcontractor cannot be substituted for the prime contractor's experience. Sub-Factor 3 - Key Personnel: Subfactor 3: Key Personnel (1) Contract Manager (CM): The offeror shall provide a CM's resume. The CM shall have at least two (2) years of experiences as a CM in inspection, test, maintenance and repair of natural gas line and systems within the last five (5) from the issuance date of this solicitation. (2) Gas System Engineer: The offeror shall provide a Gas System Engineer's resume. The Gas System Engineer shall possess a license of Engineer Gas (????) issued by Human Resources Development of Korea (????????) and shall have at least two (2) years' experiences as an engineer in inspection, test, maintenance and repair of natural gas and systems within the last five (5) years from the issuance date of this solicitation. Subfactor 4: Equipment List: The Offeror shall provide the Equipment List that demonstrates a clear understanding of equipment requirements. The contractor shall possess at least the below required equipment. The list must clearly identify in the following format. - Equipment Name - Model No of Each Equipment - Picture of Each Equipment. - Number of Each Equipment - Purchase Date Required Equipment 1 Corrosion Protection Monitor 2 Remote Methane Detector 3 CO/CO2 Analyzer 4 Complex Gas Analyzer 5 Buried Pipeline Detector 6 Flame Ionization Detector (Vehicle Mounted FID) FACTOR B. PAST PERFORMANCE FACTOR C. PRICE Proposal Period: The Government anticipates releasing the solicitation on 11 Dec 18. The solicitation will be issued via Federal Business Opportunities (FBO) website (https://www.fbo.gov/).
