INTRODUCTION The Mission and Installation Contracting Command-Fort Belvoir (MICC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the maintenance and inspection of gates, overhead doors and automatic doors. The intention is to procure these services on a competitive basis. This is a follow-on requirement for services currently being performed. A continuing need is anticipated for Gate and Overhead Door Maintenance. The requirement is currently being performed under contract W91QV115P0131. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.” PROGRAM BACKGROUND The ANC Gate and Overhead Door Maintenance Services is designated as the performance-based non-personal service contract for gate, overhead and automatic door maintenance services. In accordance with these assignments, the contractor provides the following: All personnel, equipment, supplies, transportation, tools, materials, supervision, licenses, and any other items and non-personal services necessary, except for those items specified as Government furnished property and services to meet the requirements of this Performance Work Statement (PWS). The Contractor shall inspect and perform preventive maintenance on all gates and doors that will ensure continuous and safe operation IAW commercial practice and manufacturer’s recommendation. REQUIRED CAPABILITIES The Contractor shall provide basic maintenance of ANC’s gates and overhead doors. The Contractor shall perform quarterly preventive maintenance, repair and safety inspection services (MRSI) on nine (9) gates, fifty-two and (52) overhead drop down doors. MRSI services are defined as all regular recurring inspections, adjustments, lubrications, repairs, and parts replacements necessary to ensure the continuous safe operation of the gates and overhead doors. Repairs shall not take more than two working days to complete. Further detail is provided in the draft (PWS) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances: Contractor personnel or any representative of the Contractor entering ANC shall abide by all security rules and regulations. Contractor shall coordinate with the ANC security office to ensure all Contractor employees have received the appropriate security background check. The Contractor shall ensure all names and social security numbers or Alien Registration Numbers of contractor personnel performing under this contract are provided to ANC security personnel within ten (10) days of contract award. Service Contract Act ELIGIBILITY The applicable NAICS code for this requirement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electric) Repair and Maintenance with a Small Business Size Standard of $8M. The Product Service Code is J035 Maintenance, Repair and Rebuilding of Equipment: Service and Trade Equipment. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The NAICS code recommended for this requirement is 811310 with a size standard of $8M. If you believe this NAICS code does not fit the requirement, please provide rationale as to why and which NAICS would be a better fit. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, 8(a) or Service Disabled Veteran-Owned Small Business Concern. Although this is open to all Small Business concerns, Women-Owned businesses are highly encouraged to respond. 7.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. 8.) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. The estimated period of performance consists of a base year plus four (4) option years with performance commencing on or about 10 June 2020. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be firm fixed price. The Level of Effort for 5 years is estimated at 1,340 man-hours. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.
