The Contractor shall provide an initial deliverly of thirty-three (33), propane-filled, one hundred (100) pound propane tanks (778.8gal) to be distributed amongst five (5) gates. As need is determined by the COR, an order from the IDIQ contract will be cut and the Contractor will refill empty tanks as required by the order while abiding by the delivery instructions within the SOW. Historical data shows that necessary refills for all tanks tend to be a bi-monthly, resulting in a total of approximately 9500 GAs per period of performance (POP) . The capacity of a one hundred (100) pound tank is 23.6 gallons. Instructions to Offerors: 1. The selection process for this award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Noncompliance with these Request for Proposal (RFP) requirements may impede the Government’s ability to properly evaluate an Offeror’s proposal and may result in the elimination from further consideration for fulfillment of the requirement. 2. The submission of proposal documentation will constitute the Offeror’s acceptance of the terms and conditions of this RFP, concurrence with the Statement of Work (SOW), and contract type (firm fixed price IDIQ). 3. It is the Government’s intention to award without discussions. Initial proposal submission should contain the Offeror’s best technical proposal and prices. If discussions become necessary, the Government reserves the right to conduct them. 4. The Offeror will submit both a Technical proposal, thoroughly addressing the SOW and clearly conveying the Offeror’s ability to successfully fulfill the delivery requirements, and a separate Price proposal, as follows: Price Proposal: The Price proposal shall be submitted on the associated/attached SF1449 and should be based on a total cost (per Gallon (GA)) of propane for each period of performance. The proposed price per GA must include: the propane, any associated fees/accessories, the propane storage tanks/upkeep of tanks, hoses, gauges, and necessary delivery personnel. A price element breakdown for each period of performance must be included in each CLIN for the corresponding period of performance and the following cost elements and the sum must equate to the CLIN’s per GA price: Propane; Any associated fees/accessories; Storage tanks/upkeep of tanks; Profit/Personnel/Delivery cost; Total cost per GA Offerors shall submit proposals by email to Darian Tippins (Darian.R.Tippins.civ@mail.mil / 703-806-3479) and Sharon Lightfoot (sharon.c.lightfoot.civ@mail.mil / 703.805.2003) by/before the solicitation closing date and time of December 6, 2019 at 1200pm ET/Ft Belvoir local time. Basis for Contract Award/Evaluation Criteria: The selection process for this award will be made on a LPTA basis. The Government will evaluate the Offeror’s technical proposal to ensure that it reflects a sound understanding of this requirement and complies with the requirements in the solicitation. An evaluation will also be made to verify that the Offeror is capable of providing the required services at a fair market price.
