THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting Command – Fort Belvoir (MICC-Fort Belvoir) is conducting market research to determine availability of firms that are capable of providing Refuse and Recycling Services. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. The Mission and Installation Contracting Command – Fort Belvoir (MICC-FB) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Refuse and Recycling Services at Joint Base Myer – Henderson Hall (JBM-HH). A continuing need is anticipated for the Refuse and Recycling Services which is currently being fulfilled through contract number W91QV1-15-C-0023 as a 100% HUBZone set-aside. The intention is to procure these services on a competitive basis. Description of the requirement to include: 1. Description of Supplies and Services: Joint Base Myer – Henderson Hall (JBM-HH) Department of Public Works (DPW) has a requirement to provide refuse and recycling services. The Contractor shall perform to the standards specified in this PWS. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Refuse and Recycling Service as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 2. The estimated period of performance: Thirty (30) day Phase-In, eleven (11) month base period and four (4) twelve month options and six month extension if required in accordance with FAR 52.217-8. 1 July 2020 to 30 June 2025. 3. NAICS code for this requirement: 562111, Solid Waste Collection with a size standard of $41.5M. PSC: S205, Housekeeping – Trash Garbage Collection. Interested firms responding to this synopsis are to include the following information: 1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. 2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. 3. Firm's business size and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to 5 pages. 5. The NAICS code contemplated for this requirement is 562111 with a size standard of $41.5M.
